Balabolka is een Text-To-Speech (TTS) programma. Alle computerstemmen die op je computer zijn geïnstalleerd zijn beschikbaar in Balabolka. De on-screen tekst kan worden opgeslagen als WAV, MP3, MP4, OGG of WMA bestand. Het programma kan de inhoud van het klembord lezen, tekst lezen van AZW, CHM, DjVu, DOC, EPUB, FB2, HTML, LIT, MOBI, ODT, PRC, PDF en RTF bestanden, letter- en achtegrondkleuren aanpassen, lezen vanaf het systeemvak of via de sneltoetsen.
Het programma gebruikt diverse versies van de Microsoft Speech API (SAPI); je kunt de stem-parameters aanpassen, inclusief snelheid en toonhoogte. De gebruiker kan speciale vervangingslijst gebruiken ter verbetering van de articulatie. Deze feature is nuttig wanneer je de spelling van woorden wilt veranderen. De regels voor de uitspraakcorrectie maakt gebruik van de syntax van reguliere expressies.
Balabolka kan gesychroniseerde tekst opslaan in externe LRC-bestanden of in MP3 tags in de audiobestanden. Wanneer een audiobestand dan wordt afgespeeld op players op de computer of op moderne digitale audio players, wordt de tekst synchroon weergegeven.
