SPG MP3 Recorder can record your voice through the mic, or record any sound on your PC.
It's a very simplistic interface. You simply select the input source (your sound card etc.) of audio, Browse for an output to save an MP3 file and then click Record.
You can manually set the bitrate to determine quality.
