Start Menu X is a replacement start menu aimed at Windows 8.1 aimed at power users.
It allows you to do advanced things such as grouping things by purpose. For example, all Office apps in one group, all graphics apps in one group, all games in one group etc.
You can restructure the menu and add tabs.
It is available as freeware, though an upgrade to Pro is available.
